CSI globalVCard


I've been very excited over the past few months to watch virtual payment systems mature. As a technology, virtual payment systems and other kinds of "smart" payment systems (like near-field communication chips) have been available to us for a much longer time than we've been available to them, due to lack of infrastructure and other adoption stoppers. It feels like it's all starting to fall into place, though. CSI globalVCard (free for apps; requires account) is one of the services that makes me optimistic about wider adoption of smart payment systems. CSI globalVCard is a virtual credit card service designed to help businesses make their accounting systems much simpler?although the potential for personal and family use is at the front of my mind, too.

You have to have a specific corporate credit card account (CSI Corporate Card, issued in this case by Regions Bank) to use the free globalVCard app for iOS (both iPhone and iPad), Android, and BlackBerry. Those apps let you issue individual virtual credit cards from the corporate account to specific employees. Each card has a specified amount, and can include restrictions such as types of purchases allowed and number of uses allowed. The globalVCard system provides a much easier and simpler process for expense reports than reimbursement?because there is no expense report! The purchases are, in effect, approved before they happen.

As enthusiastic as I am about the prospects for the CSI globalVCard system, having tested it, I do think it needs a few more iterations to mature fully. Data visibility, reports from the system, and a few other features should get better over time, but for now, they are a little rudimentary. CSI globalVCard offers an amazing service, and if I had a small business, I would gladly sign up now to get the benefits of what is offered while awaiting new features that will hopefully be added soon.

The Name Explained: CSI globalVCard
"CSI globalVCard" doesn't exactly roll off the tongue, but the name is easier to remember once you realize that the "VCard" part stands for "virtual credit card."

The first half the name is trickier. "CSI" comes from Corporate Spending Innovations,?which operates the globalVCard mobile apps and website. GlobalVCard is the part to remember, though, as it's the keyword you'll need to search for the free app for iOS (both iPhone and iPad), Android, and BlackBerry. With an account, you can also manage the service via the globalVCard website.

What You Need
To use CSI globalVCard, you need a CSI Corporate Card credit line or prefund account.?That requirement alone may make the service sound pretty restrictive, but it's no more restrictive than what's required for Google Wallet (NFC) (4 stars, free with account)?a Nexus 4G phone with Sprint service and a Google Wallet account or Citi MasterCard account. As I mentioned previously, a lack of infrastructure still holds back virtual payment and NFC services, and limits their reach.

Once you have the credit card account, you can sign up for a free account with globalVCard, which takes only a moment. You'll also want to download the app you intend to use and set a four-digit PIN.

Editorial: Stick to the basics at community colleges

A budget crunch is an obvious time to return to essentials. That's true for a family, a business or a government.

So we're encouraged that belt-tightening is being taken seriously by the huge California Community Colleges system, with 112 campuses and more than 2.9 million students. In 2011, the state Legislature slashed the system's $5.9 billion budget by $502 million. More cuts could come with Gov. Jerry Brown's proposed budget for fiscal 2012-13, which begins July 1.

At the Jan. 9-10 meeting of the system's Board of Governors, action will be taken on recommendations from the Student Success Task Force to streamline the curriculum. The task force's main recommendation, released Dec. 1, was to "emphasize the core missions of transfer to a four-year college or university, the award of workforce-oriented certificates and degrees, and the basic-skills development that supports both of these pathways."

Other courses, such as for hobbies or enjoyment, would not be emphasized as much. As the San Francisco Chronicle noted, "Last spring, 203,500 students statewide took noncredit classes, and 1.5 million took classes for credit." While taking dancing and other lifestyle classes might be fun, there's no reason why the taxpayers should subsidize such pursuits, especially in a time of sharp budget cuts.

The task force noted some dismal numbers for the current system: "Only 52 percent of our degree-seeking students ever achieve a certificate, degree or transfer preparation. For African-American and Latino students, the rate is much lower (41 percent)." And: "Of our students who seek to transfer to a four-year institution, only 41 percent are successful. For African-Americans, only 34 percent succeed. For Latinos, the figure is 31 percent."

That's just not acceptable. A big problem, according to the Chronicle, is that the schools haven't been devoting enough resources to offering basic courses that are in high demand. The paper reported, "Last year, 137,000 students couldn't get into at least one class they needed, including first-year English and math."

"The problem with community colleges reflects the higher-education bubble," Lisa Snell told us; she's director of education policy at the Reason Foundation in Los Angeles. "California state funding, Pell Grants and federal funding all have risen in recent decades [prior to the current recession and series of budget cuts], but there's no accountability to go with that, such as graduation rates or job rates. They haven't been tied to performance."

"To contain costs, they need to return to essential services," Ms. Snell said.

The task force noted another problem: "More than 70 percent of community-college students enter the system underprepared to do college-level work." That reflects, of course, on the dismal state of K-12 education in California. About one-third of students entering the community college system ? who, by definition, are more advanced than most kids who graduate from high school ? actually are prepared to do so.

Tax increases only would add to the funding-bubble effect Ms. Snell mentioned. At all levels of education, waste and inefficiency need to be eliminated, the basics stressed.

Careful! There's an app which will delete all your tweets

Spider-Man has taught us that great power brings great responsibility. And that lesson should certainly be kept in mind if you ever decide to use?a webapp which gives you the power to delete everything you've ever tweeted in just a few clicks.

The app's called TwitWipe?and you don't need to be bitten by a radioactive spider in order to use it. All you need to do is grant TwitWipe access to your Twitter account,?click through some confirmations and disclaimers, and ? wait. Some time later, your Twitter past will be erased.

Before you rush off to try this whole thing out though, let's cover some ups, downs, and words of warning.

The benefit of using TwitWipe? It lets you get a fresh start on Twitter without losing your followers, the people you're following, or your favorites. (You'd be abandoning all of those things if you decided to simply delete your entire account and start a new one.)

Now while that feature ? which happens to be the whole point of TwitWipe???is lovely and dandy, there are several downsides to the little webapp, too: It takes a while for the whole wiping process to be finished and the whole thing's permanent. (Read those last words again, please. There's no getting your tweets back once you've used TwitWipe.)

That's about all there is to this particular webapp, folks. Check it out if you dare or desperately need to, but heed the warnings.

(AP) ? It's been a different presidential race in Iowa this year ? quieter.

Campaign headquarters have hardly been buzzing with activity, unlike the around-the-clock nature of past contests. Candidates have barely visited the state, compared with years when most all but moved here. And they have largely refrained from building the grass-roots armies of yesteryear, in favor of more modest on-the-ground teams of paid staffers and volunteers.

The final rush of campaigning here gets under way Monday, just a week before the Jan. 3 caucuses, and, to be sure, there will be a flurry of candidate appearances and get-out-the-vote efforts all week.

But that will belie the reality of much of 2011, a year marked by a less aggressive personal courtship of Iowans in a campaign that, instead, has largely gravitated around a series of 13 nationally televised debates, a crush of television ads and interviews on media outlets watched by many Republican primary voters, like Fox News Channel.

"We just haven't had as much face time," Republican chairwoman Trudy Caviness in Wapello County said. "That's why we're so undecided."

Indeed, people here simply don't know the Republican presidential candidates that well. And it's a big reason why the contest in Iowa is so volatile and why the caucus outcome could end up being more representative of the mood of national Republicans than in past years when GOP activists here have gone it alone by launching an unlikely front-runner to the top of the field.

With a week to go, the state of the race in Iowa generally mirrors the race from coast to coast.

Polls show Newt Gingrich, the former House speaker, having lost ground and Texas Rep. Ron Paul having risen, with both still in contention with former Massachusetts Gov. Mitt Romney at the head of the pack. All the others competing in Iowa ? Texas Gov. Rick Perry, Minnesota Rep. Michele Bachmann and former Pennsylvania Sen. Rick Santorum ? are trailing.

But, in a sign that the contest is anyone's to win, most polls have shown most Republican caucusgoers undecided and willing to change their minds before the contest in a state where the vote typically breaks late in the campaign year.

There are a slew of reasons why the Iowa campaign is a much more muted affair than in 2008 ? marked by the iconic clash of Barack Obama and Hillary Rodham Clinton, who together employed almost 300 staff in Iowa and held blockbuster rallies. This year, there is no contested Democratic primary, given that President Barack Obama has no serious challenger. Only Republicans are competing, and those candidates are approaching the state differently, both visiting and hiring less. Also, like it did everywhere else, the race here started slowly ? months later than usual ? as a slew of GOP politicians weighed candidacies, only to abort White House bids.

Long-time Republican activists here, who often joke that they like to meet the candidates several times before deciding, have barely seen the candidates once, much less at all, and no campaign has more than 20 paid staff in the state.

All that's partly a consequence of how technology has changed both the political and media environments in recent years. Campaigns now can more precisely ? and cheaply ? target their pitches to voters from afar, sending personalized e-mails and YouTube video messages from the candidates to voters directly, and more campaign outreach is being handled by volunteers and through central national websites. And voters, themselves, now can go online and find information about the candidates without having to wait for the White House hopeful to show up in the town square.

"Caucuses don't exist in a vacuum. They're not the same every time," said John Stineman, a West Des Moines Republican activist who ran Steve Forbes 2000 Iowa campaign. "But everything else has changed. Why wouldn't the caucuses change?"

Part of the change has been driven by Romney's approach to the state.

The nominal GOP front-runner for most of the year, Romney has been far less aggressive in cultivating support in Iowa than in his failed bid of 2008. He's only spent 10 days in the state this year, compared to 77 days four years ago, in an attempt to lower expectations in the leadoff state where evangelical conservatives have harbored doubts about Romney in light of his Mormon faith and changed positions on some social issues.

Paul, the Texas congressman, has been focused more on building a national following than being a one-state candidate.

Gingrich only became a serious contender in the state a few weeks ago. And, until recently, he didn't have the money or manpower to launch a full-scale Iowa campaign, meaning more sporadic visits and a smaller team. He's struggled to reach all parts of the state more than once; it was just last week that he visited Ottumwa, seat of the county Caviness represents and a medium-size Iowa city uniquely situated in the southeast with its own small media market.

Likewise, Perry has not been to Marshalltown, a central Iowa GOP hub about the same size as Ottumwa and home of the state-run veterans home. It would seem like a natural spot for Perry, a former Air Force officer who has sought veterans support. But he also hasn't visited Fort Dodge, also another mid-size Iowa city in north-central Iowa on the way to heavily Republican northwest Iowa.

Those who have been struggling to gain traction ? and who lack the money of better-funded, better-known rivals ? are turning to old-fashioned retail campaigning in hopes of wooing voters the traditional way.

Bachmann is in the midst of a bus tour that has her crisscrossing the state. And Santorum, who never has broken out of the back of the pack, is betting that a year of one-on-one campaigning will pay off in the end.

Barb Livingston is proof that, for all the changes, there's still something to be said for the personal approach. She has struggled all year to find a candidate to back and is basing her decision on a personal impression she had ? except that impression was established four years ago, riding around Marshall County with Romney.

"When push comes to shove, I had a chance to meet him and travel around with," said Livingston, a former Marshall County GOP chairwoman. "He's someone personally I connected with."

A charity single recorded by wives of British soldiers is now in Britain's number one spot.

Their song: "Wherever You Are" has sold over 556,000 copies.

The Military Wives hit the coveted number one position after outselling every other record in the top ten.

The charity single was recorded after BBC presenter, Gareth Malone, formed the women into a group.

The Military Wives choir, has now performed on many British TV shows as well as in person at various venues.

Profits from their single are being given to military charities the Royal British Legion and the Soldiers, Sailors, Airmen and Families Association.

In an interview, Gareth Malone, described the number one hit as an honour "well deserved."

He said: "It's testament to the Military Wives hard work and the nation's support of them, as well as the power of choral singing. Who would have guessed in those first rehearsals that we could take Christmas Number One?"

Melanie Amaro Wins First US 'X Factor'

19-year-old from Florida receives a $5 million recording contract and a spot in a Pepsi commercial that will air during the Super Bowl.

From early reject to grand-prize winner, Melanie Amaro was crowned champion of Fox's "The X Factor" on Thursday (December 22), winning a $5 million recording contract and a spot in a Pepsi commercial that will air during next year's Super Bowl.

Amaro, a 19-year-old from Sunrise, Florida, beat out 30-year-old Columbus, Ohio, contestant Josh Krajcik for the title of "X Factor" winner. Chris Rene, the 28-year-old from Santa Cruz, California, came in third place.

When the results were read, an emotional Amaro exclaimed, "Oh my God, oh my God, oh my God!" She was swarmed by members of her family, and "X Factor" host Steve Jones struggled to get a word from her. After performing Beyoncé';'s "Listen," Amaro said, "God is good," and thanked her fans.

"Thank you so much, thank you. I'm just, I'm so happy and I don't know what to say," she said. "This is something I've wanted for all my life!"

Amaro's victory was espzaecially sweet considering she was technically eliminated from the competition after Simon Cowell sent her home following one of the early rounds. Deciding he had made a mistake, Cowell paid a personal visit to her home and invited her to rejoin the competition.

In the end, Cowell was pleased with his decision, as well as America's choice of Amaro as its first "X Factor" winner. "We came here to find a superstar, we found a superstar. Thank you to everyone who supported the show," Cowell said. He called Krajcik "a worthy runner-up."

Krajcik, the husky, self-described burrito slinger, congratulated Amaro on her victory. "Melanie deserves it, she has a wonderful voice," he said. "I've had such an incredible experience here. I got to be myself and sing what I wanted to sing. I couldn't be happier."

Earlier in the show, third-place finisher Rene said he felt "amazing" for getting the chance to participate in the competition. "I got to touch a lot of people's hearts out there, and I just gotta say thank you," he said.

Rene's mentor in the competition, L.A. Reid, called Rene — a recovering substance abuser who celebrated his eighth month of sobriety earlier this week — a "gentleman" and a "talent." "This is how it turned out, it doesn't matter," Reid said. "This is my man."

"The X Factor" was one of the year's most anticipated shows. It debuted in September with lofty expectations, with Cowell — who abandoned his judging position at "American Idol" to bring "X Factor" to these shores — predicting the show would attract 20 million viewers per episode. Instead, it pulled about half that, averaging 11.1 viewers over the course of the season, and criticism from viewers who questioned the show's over-the-top production and the awkwardness of host Steve Jones.

Thursday's results show followed Wednesday's performance episode, when the three finalists performed duets with superstar acts: Amaro with R. Kelly, Krajcik with Alanis Morissette and Rene with Avril Lavigne. Following the show, Cowell heavily endorsed Amaro to be the winner.

Thursday's two-hour episode featured a host of musical acts. Justin Bieber performed on the show, dueting with surprise guest Stevie Wonder on "The Christmas Song" and later with "X Factor" finalist (and Biebs superfan) Drew Ryniewicz on "Santa Claus Is Coming to Town." 50 Cent also appeared on the show, performing his new single "Wait Until Tonight," as well as his 2003 smash "In da Club" alongside Tony Yayo, "X Factor" rapper Astro and several members of the Los Angeles Lakers.

Pitbull, meanwhile, appeared and did a quickie version of his single "International Love" and was later joined by Ne-Yo and "X Factor" contestant Marcus Canty on "Give Me Everything."

A countdown of the show's top five most shocking moments rightfully named Rachel Crow's December 8th elimination as the season's biggest shocker, and Crow herself was brought out and joked about stealing host Jones' job. She introduced Leona Lewis, who covered Snow Patrol's "Run" over a package of the season's most memorable moments.

The top 12 finalists opened the show with a group performance of Lady Gaga's "The Edge of Glory." The top three contestants also performed holiday songs, with Amaro doing "All I Want for Christmas Is You," Rene crooning "Have Yourself a Merry Little Christmas" and Krajcik taking on the Eagles' "Please Come Home for Christmas."

Prior to the reading of the results, Amaro and Krajcik shared the stage together and performed David Bowie's "Heroes."

Common gets through 'low point' to record 9th CD (AP)

NEW YORK ? Most people are excited before recording a new album, but Common didn't particularly feel that way.

He says before making his ninth album, "The Dreamer, the Believer," he was at a low point musically.

"I hadn't figured out what I was going to do, what label I was going to work with," he said. "I wasn't inspired."

Common had major success with 2005's "Be" and "Finding Forever," which came two years later. The albums reached gold status and each earned multiple Grammy nominations, including a win for best rap performance by a duo or group for "Southside" with Kanye West. Both albums were mainly produced by West.

But 2008's "Universal Mind Control," produced by the Neptunes, was a commercial disappointment, only selling 245,000 units, according to Nielsen SoundScan; the CD, however, did earn a Grammy nomination for best rap album.

But Common parted ways with Universal Music, where he's released five of his nine albums.

Now, on Warner Bros. Records, the rapper said he's got his mojo back, mainly thanks to producer and longtime friend No I.D.

"He was willing to be like, `Yo, let's go! Let's get it. Let's go get on this hip-hop,'" Common recalled. "So I think that meant a lot to me and from there we just continued to grow."

The album, released Tuesday, features Nas, Maya Angelou, John Legend and Makeba Riddick. The 39-year-old says the disc embarks on "real, traditional, new hip-hop."

Thursday's 'critical' Iowa debate: 4 predictions (The Week)

New York ? The GOP gang is getting together Thursday night for one last hurrah in 2011 ? the final chance to make their pitch before the voting starts

Thursday night's Republican presidential debate in Sioux City, Iowa, "will be the final episode in one of the most popular reality television series of 2011," say Peter Hamby and Paul Steinhauser in CNN, and "the stakes could not be higher for all involved." After this face-off between the remaining seven GOP presidential contenders, most voters will tune out until Jan. 3, when the Iowa caucuses launch the actual vote-counting phase of what's already been a long and grueling campaign. What can we expect from this "critical" Fox News/Iowa GOP debate?

1. This will be the last debate for some of the candidates
"If first impressions matter in politics ? and they do ? so too does the last thing voters see before casting a vote," GOP strategist Doug Heye tells CNN. At least half of Iowa caucus-goers are still undecided, giving everyone a strong incentive to shine. That's especially critical for the low-polling candidates ? Michele Bachmann, Rick Santorum, and to a lesser extent Rick Perry ? who have staked their campaigns on a strong finish in Iowa. When the next debate rolls around Jan. 7, "the GOP field will undoubtedly be smaller," says Catalina Camia in USA Today. This debate will help determine "who stays and who goes."

2. Romney will try to knock Gingrich out
"Expect Mitt Romney, in his elegant way, to slice Newt Gingrich to pieces," Republican strategist Alex Castellanos tells CNN. Romney doesn't have to win Iowa, but if he can keep Gingrich from coming out on top, "his last serious opponent will be dead and stored in a freezer." As the acknowledged and self-proclaimed frontrunner, Gingrich "has the most at stake when the bantering begins tonight," says Bret Hayworth in the Sioux City Journal, but "Romney has the most to gain."

3. Everyone else will be gunning for Gingrich, too
"Frankly, Romney would be more than happy to see Reps. Ron Paul (Texas) or Bachmann (Minn.) have a good night," says Jennifer Rubin in The Washington Post. Paul especially, since he has a real shot at winning Iowa, and Romney wants him to. But "the more votes Gingrich loses, the better for everyone else," so with all his rivals "trying to provoke and skewer him," Gingrich had better turn in "a steady and uneventful performance." He "can't afford to lose his cool," agrees CNN's Castellanos. "If Newt does his 'angry badger' impression, he will be finished."

4. Someone will have an "oops" moment
"Expect to see at least one candidate make a significant mistake," says the Sioux City Journal's Hayworth, something like Romney's $10,000 bet or Perry's brain freeze. "But don't expect to learn much more about where the candidates stand on the issues." The format of the debate is definitely skewed toward forcing "an oops moment," says Iowa State political science professor Steffen Schmidt. "That's been the biggest news from almost all these debates ? who is gonna slip on the banana peel." Everyone will be waiting for, or trying to cause, those pratfalls.

APNewsBreak: Satellite gets pic of Chinese carrier (AP)

DENVER ? A commercial U.S. satellite company said it has captured a photo of China's first aircraft carrier in the Yellow Sea off the Chinese coast.

DigitalGlobe Inc. said Wednesday one of its satellites photographed the carrier Dec. 8. A DigitalGlobe analyst found the image Tuesday while searching through photos.

Stephen Wood, director of DigitalGlobe's analysis center, said he's confident the ship is the Chinese carrier because of the location and date of the photo. The carrier was on a sea trial at the time.

DigitalGlobe, based in Longmont, Colo., sells satellite imagery and analysis to clients that include the U.S. military, emergency response agencies and private companies. DigitalGlobe has three orbiting satellites and a fourth is under construction.

The aircraft carrier has generated intense international interest because of what it might portend about China's intentions as a military power.

The former Soviet Union started building the carrier, which it called the Varyag, but never finished it. When the Soviet Union collapsed, it ended up in the hands of Ukraine, a former Soviet republic.

China bought the ship from Ukraine in 1998 and spent years refurbishing it. It had no engines, weaponry or navigation systems when China acquired it.

China has said the carrier is intended for research and training, which has led to speculation that it plans to build future copies.

China initially said little about its plans for the carrier but has been more open in recent years, said Bonnie S. Glaser, a China expert at the Center for Strategic and International Studies.

"It wasn't until the Chinese actually announced they were sending it out on a trial run they admitted, `Yes, we are actually launching a carrier,'" she said.

China publicly announced two sea trials for the carrier that occurred this year, she said.

The carrier's progress is in line with the U.S. military's expectations, said Cmdr. Leslie Hull-Ryde, a Defense Department spokeswoman.

A Defense Department report to Congress this year said the carrier could become operationally available to the Chinese navy by the end of next year but without aircraft.

"From that point, it will take several additional years before the carrier has an operationally viable air group," Hull-Ryde said in an email.

She declined to comment on the DigitalGlobe photo, saying it was an intelligence matter.

Mammograms Cut Risk of Breast Cancer Death by Half, Study Finds (HealthDay)

TUESDAY, Dec. 6 (HealthDay News)-- Women who get routine mammograms can lower their risk of dying from breast cancer by nearly half, a new Dutch study suggests.

"Our study adds further to the evidence that mammography screening unambiguously reduces breast cancer mortality," said Dr. Suzie Otto, a senior researcher in the department of public health at Erasmus Medical Center in Rotterdam, the Netherlands.

The routine screening also lowered the chances of being diagnosed with an advanced cancer, she said.

The study appears online Dec. 6 in the journal Cancer Epidemiology, Biomarkers & Prevention.

Mammography screening, including the best schedule and the best age to begin, is being hotly debated in the United States and elsewhere. Some experts think women should start getting them at age 40. Other think women should discuss the pros and cons of the test at 40, decide on an individual basis and start screens routinely at 50. Otto's study only looked at women aged 49 and older.

Otto tracked 755 patients who died from breast cancer from 1995 to 2003 and another 3,739 control patients matched by age and other measures.

Among the women with breast cancer, nearly 30 percent of tumors were found at screening and about 34 percent between screens. Nearly 36 percent of these women had never had a mammogram.

Advanced tumors were found in about 30 percent of the patients who had never been screened but in just over 5 percent of those who had mammograms.

Women who underwent screening reduced their risk of dying from breast cancer by 49 percent. Women aged 70 to 75 had the greatest risk reduction, reducing the risk of dying from breast cancer by 84 percent. The risk reduction in younger women, aged 50 to 69, was smaller, at 39 percent, but still considered substantial.

The greater risk reduction in women aged 70 to 75, Otto said, is probably a result of the long-term good effects of screening participation in the earlier target age group, 50 to 69, before the upper age limit for screening was extended in the Netherlands from 69 to 75.

The study findings ''add to the body of evidence supporting the fact that mammography matters in improving detection and survival," said Dr. Stephanie Bernik, chief of surgical oncology at Lenox Hill Hospital in New York City. "This study focuses on survival."

The study, however, has some limitations, Bernik noted. It's not clear, for instance, whether the women who died of cancer got less aggressive treatment or refused treatment. That could have affected survival, of course.

Mammography does lead to ''overtreatment" in some cases, Bernik acknowledged. Some cancers that are found on mammography may not have proven to be an issue in a woman's lifetime. "But there is no way to figure out which cancers will be a problem or not," she said.

Stocks mostly lower after S&P's warning to Europe (AP)

Stocks edged lower in early trading Tuesday after Standard and Poor's warned it might downgrade even Europe's strongest economies.

Overseas markets also sank after the credit rating agency said it is considering downgrades for every nation that uses the euro and isn't already poorly rated. Traders were surprised by threats to Germany and France, which have Europe's strongest economies. S&P criticized their handling of the debt crisis.

The Dow Jones industrial average fell 20 points, or 0.2 percent, to 12,077 in the first half-hour of trading. The index was moving between small gains and losses in early trading.

The Standard & Poor's 500 index fell 4, or 0.3 percent, to 1,253. The Nasdaq composite index fell 5, or 0.2 percent, to 2,650.

The S&P warning left out only two of 17 countries that use the euro: Cyprus, whose bonds have near-junk status, and Greece, whose low ratings already suggest it is likely to default soon anyway. Skepticism over a new plan to prevent a breakup of the common currency also dragged markets lower.

S&P's announcement halted a rally in European markets. It came just hours after the leaders of Germany and France unveiled a series of proposals, including punishing governments for overspending, that they hope will persuade the European Central Bank or the International Monetary Fund to lend the euro zone more support. Germany's DAX index fell 1.1 percent, while France's CAC-40 fell 0.4 percent.

The warning also clipped an advance on Wall Street late Monday. The Dow Jones industrial average finished with a gain of 78 points. It had been up 167 points before reports of the S&P action emerged.

In corporate news:

? Darden Restaurants Inc. slumped 9.2 percent, the most in the S&P 500 index, after the company slashed its profit forecast for 2012. The company is trying to turn around its struggling Olive Garden restaurant chain and cope with rapidly rising food costs.

? Manufacturing conglomerate 3M Co. rose 1 percent, the most of the 30 stocks in the Dow average, after the maker of Post-It notes forecast 2012 earnings that were stronger that many analysts were expecting.

Romney, Gingrich focus of GOP race with Cain exit (AP)

MANCHESTER, N.H. ? With the implosion of Herman Cain's campaign amid accusations of adultery and sexual harassment, the once-crowded 2012 Republican presidential field appears to be narrowing to a two-man race between Mitt Romney and Newt Gingrich.

GOP voters have one month before the leadoff Iowa caucuses. Gingrich is showing strength in the latest Iowa poll, while Romney is strong in New Hampshire, site of the first primary.

Romney has maintained a political network since his failed 2008 presidential bid, especially in New Hampshire. Gingrich, whose campaign nearly collapsed several months ago, is relying on his debate performances and the good will he built up with some conservatives as a congressional leader in the 1980s and 1990s.

Gingrich's efforts appear to be paying off in Iowa. A Des Moines Register poll released late Saturday found the former House speaker leading the GOP field with 25 percent support, ahead of Ron Paul at 18 percent and Romney at 16.

Cain's suspension of his campaign Saturday, and Texas Gov. Rick Perry's continued struggles to make headway with voters, have focused the party's attention on Romney, a former Massachusetts governor, and Gingrich, a one-time congressman from Georgia. They offer striking contrasts in personality, government experience and campaign organization.

Their political philosophies and differences are a bit harder to discern. Both men have changed their positions on issues such as climate change. And Gingrich, in particular, is known to veer into unusual territories, such as child labor practices.

Romney has said he differs with Gingrich on child labor laws. Gingrich recently suggested that children as young as nine should work as assistant school janitors, to earn money and learn work ethics.

Cain's announcement in Atlanta offered a possible opening for Romney or Gingrich to make a dramatic move in hopes of seizing momentum for the sprint to the Jan. 3 Iowa caucus. Neither man did. They appear willing to play things carefully and low-key for now.

At a town hall meeting in New York sponsored by tea party supporters, Gingrich declined to characterize the race as a direct contest between himself and Romney. Any of the remaining GOP contenders could stage a comeback before the Iowa caucuses, he said. "I'm not going to say that any of my friends can't suddenly surprise us," Gingrich said.

But once high-flying contenders such as Perry and Rep. Michele Bachmann of Minnesota have not managed to bounce back so far, despite weeks of trying.

Cain's once-prospering campaign was undone by numerous allegations of sexual wrongdoing.

Gingrich, twice divorced and now married to a woman with whom he had an extramarital affair, has been the most obvious beneficiary of Cain's precipitous slide.

But Perry, Bachmann and possibly others are likely to make a play for Cain's anti-establishment tea party backing. Time is running short for them to establish themselves as the top alternative to Romney, who has long been viewed with suspicion by many conservatives.

Libyan who sparked revolution sworn in as minister (Reuters)

TRIPOLI (Reuters) ? The man whose arrest in February sparked Libya's revolution was sworn in as a minister in the new interim government on Sunday but said he had been hesitant about taking on the new job.

Fethi Tarbel, Libya's new sport and youth minister, wiped away tears after he took he swore a pledge of allegiance to Libya with one hand placed on the Koran, the Muslim holy book.

Standing in front of Prime Minister Abdurrahim El-Keib and National Transitional Council (NTC) chairman Mustafa Abdel Jalil, Tarbel was among a small group of ministers who had not taken part in the first inauguration of Libya's government last month.

The interim government will lead the North African country still reeling from a civil war that toppled dictator Muammar Gaddafi to elections in seven months' time.

Tarbel, a human rights activist and lawyer who represented families of the Abu Salim prison massacre in 1996, was arrested in Benghazi in February.

His detention sparked a demonstration by families of the victims of the Abu Salim massacre in the eastern town's Shajara Square on the night of Feb 15-16. They were then dispersed by police, which sparked larger riots on Feb 17 that began Libya's uprising.

Tarbel, 39, told Reuters that he was reluctant at first to take up his post when El-Keib asked him, as he already sat on the NTC in Benghazi.

"I told him 'No I can't because there was an agreement that NTC members should not accept posts as ministers'," he said.

"But he then announced my name as minister for youth and sport when he announced his government. I asked him to give me three days to think about it."

Tarbel said he asked advisers, family and NTC members about taking up the post but they advised him against it.

"Most of them said that it was better if I didn't accept it as it is a big ministry with a huge task. Most of the Libyan population is young," he said.

"After that I accepted, and I don't know how I did it."

Other ministers sworn in on Sunday included Defence Minister Osama Al-Juwali and Oil Minister Abdulrahman Ben Yazza.

(AP) ? Two giant pandas from China landed Sunday in Scotland, where they will become the first to live in Britain in nearly two decades.

The 8-year-old pair, named Tian Tian and Yang Guang ? or Sweetie and Sunshine ? were welcomed by bagpipe players and a host of dignitaries as they touched down at Edinburgh Airport on a specially chartered Boeing 777 flight called the "Panda Express."

The pandas, from the southwestern Chinese province of Sichuan, are to stay for 10 years at Edinburgh Zoo, where officials hope they will give birth to cubs. The female, Tian Tian, has had twin cubs in the past, but not with Yang Guang. The male panda has previously fathered cubs as well.

The loan marked the beginning of a U.K.-China research program on the animals, and both sides have described it as a signal of a growing friendship between Scotland and China. China sometimes gives or lends the cuddly looking animals ? considered a Chinese national treasure ? to other countries to boost relations.

"It shows that we can cooperate closely not only on commerce, but on a broad range of environmental and cultural issues as well," said British Deputy Prime Minister Nick Clegg.

Zoo officials have spent the past five years securing the loan of the animals, which are expected to boost Scottish tourism. The loan was announced in January, when Chinese Vice Premier Li Keqiang visited Britain to sign billions in trade deals.

The Royal Zoological Society of Scotland will pay more than 600,000 pounds ($935,000) a year to China for the loan of Sweetie and Sunshine, not including the expense of importing bamboo from the Netherlands.

The pair of pandas, which were given an in-flight meal of bamboo, apples and carrots, will have two weeks to settle at the zoo before going on display to the public. They will be kept in two separate enclosures for a few months until they are ready to be introduced to each other.

The zoo also plans to put four hidden "panda cams" in their enclosures and stream the footage online to attract viewers from around the world.

Britain's last giant panda, Ming Ming, lived in the London Zoo until 1994, when she was returned to China.

In 1974, British Prime Minister Edward Heath received two pandas from the Chinese government as a goodwill gift to mark his visit to China. Female Ching-Ching and male Chia-Chia became a much-loved attraction at the London Zoo, but never produced any cubs.

Southern Miss ruins No. 7 Houston's BCS hopes (AP)

HOUSTON ? Austin Davis threw four touchdown passes and No. 24 Southern Mississippi ruined Houston's perfect season and Bowl Championship Series hopes with a 49-28 victory over the seventh-ranked Cougars on Saturday.

It was star quarterback Case Keenum's last home game for Houston for sure, and could've also been the finale for coach Kevin Sumlin, who has been mentioned as a top candidate for virtually every higher-profile job opening.

Houston (12-1) was poised to impress a national-television audience and representatives from the Orange and Sugar Bowl, who attended Saturday's game. Keenum could've also made one last case for an invitation to next week's Heisman Trophy ceremony.

Instead, the Golden Eagles (11-2) turned it into their big day, shackling Houston's high-powered offense and striking with several big plays of their own to win their first league title.

Tracey Lampley caught two touchdown passes and the Golden Eagles became the first team to hold Houston, averaging more than 50 per game, below 35 points this season.

Keenum completed 41 of 67 passes for 373 yards and two touchdowns. He became the first quarterback to reach 5,000 yards passing in three seasons, one more record to tack onto his magnificent career.

The sixth-year senior bounced back from a torn knee ligament last season to become the Football Bowl Subdivision career records for total offense, yards passing and touchdown passes this year.

The only goal left to reach was to carry the program to its first undefeated season and first BCS berth. Now, all the Cougars have to look forward to is a disappointing, lower-tier bowl and an uncertain future without Keenum and, maybe, without Sumlin.

Speculation intensified this week when Mike Sherman was fired at nearby Texas A&M, where Sumlin worked as an offensive assistant for R.C. Slocum in 2001-02.

The Cougars nimbly played through the groundswell of rumors in recent weeks, and vowed that they wouldn't lose their focus leading up to the biggest game in program history.

But it was obvious from the start on Saturday that the Cougars were off-kilter.

Southern Miss jumped to a 14-0 lead before Keenum finally started clicking midway through the second quarter.

Charles Sims gained 31 yards on a screen pass, and Keenum found Justin Johnson for a 9-yard touchdown pass with 7:48 left in the half.

Keenum went 3 for 3 on the next series, hitting Johnson in stride down the middle for a tying 50-yard touchdown.

Houston's defense is vastly improved from last season, but it never got a handle on Davis, who also rushed for 47 yards.

Davis found Dominique Sullivan for a 69-yard touchdown to put Southern Miss up 21-14 at the break.

The Cougars looked just as shaky after halftime.

Southern Miss' Furious Bradley blocked Richie Leone's punt, scooped up the loose ball and took it 11 yards for a score to make it 28-14.

Deron Wilson intercepted a Keenum pass in the end zone, but the Cougars got it right back, when Houston's Philip Steward picked off a deflected pass and returned it to the Southern Miss 5.

Michael Hayes scored on the next play to cut the deficit to 28-21, and a Houston rally seemed to be coming.

Instead, Lampley started the Golden Eagles' next series with a 28-yard run and Southern Miss took more than four minutes off the clock before Desmond Johnson scored on a 17-yard scamper.

The Cougars' secondary broke down again in the final minute of the third quarter, when Davis found Lampley open down the sideline for a 61-yard touchdown and a 42-21 Southern Miss lead.

Sumlin called his players together and gave them a fiery pep talk between the third and fourth quarters, but that changed nothing.

Southern Miss linebacker Ronnie Thornton intercepted a Keenum pass and returned it 26 yards for a score with 2:41 left. As the Golden Eagles celebrated, Keenum unstrapped his helmet and slowly trudged off the field.

The victory should fuel more rumors about Southern Miss coach Larry Fedora who, like Sumlin, is another hot name linked to various jobs. Fedora, completing his fourth season with the Golden Eagles, is a former offensive coordinator at Florida (2002-04) and Oklahoma State (2005-07).

Family holds funeral for 5 teen NC slaying victims (AP)

PLEASANT GARDEN, N.C. ? A large turnout is expected at the joint funeral of five teens killed in a North Carolina shooting rampage.

The service Friday is at a funeral home in the town of Pleasant Garden in central North Carolina, followed by burial at a Greensboro cemetery.

The children are victims of what law enforcement investigators believe was a shooting spree by 36-year-old Mary Ann Holder.

Officers say Holder apparently shot one of her sons and three other children while they slept at her Pleasant Garden home, shot and wounded her married former lover, then killed her younger son.

Holder then killed herself. She left two notes taking responsibility for the killings.

Her former lover survived his wounds and has returned home.
